1) Yes, the max hand limit is 7 cards. It’s 6 cards + the colony ship that is always in your hand.
2) The prep symbol on devs is used to signify that they don’t give you stars the turn you play them. The prep symbol on ships means they can’t move or invade the turn you play them.
